org.apache.wicket.authorization.IAuthorizationStrategy declares isResourceAuthorized(), and that method has a single enforcement point in the framework: org.apache.wicket.request.handler.resource.ResourceRequestHandler, the handler that serves a resource reached through a mounted or shared ResourceReference.
